look on GaGa's official website but to be in the Monster Pit you usually need to get to the arena/stadium early (like a day before) and be in costume. It's for devoted fans. Even if you purchase a regular seat a few Monster Pit acesses are given to them but just a? few. It's mostly just general admission who are creative and early.
