Art has no boundary. (Art is anything) That said, you only gain recognition for being the innovator. IE: Jackson Pollock... anyone could? "do" that... BUT HE DID IT FIRST! So there for, he gets the glory because was the first to call it "art". Peace!

All kinds of even simple things, can be transformed, have the potential to became art-objects. It depends on the unique way of showing something about them, make changes, nobody ever saw in them, felt about them, or even thought, that they might turn out to be this way (or not to be!).This very moment a nonrecurring object of art is created.
